Wes has over 30 years of experience in public school finance and currently serves as the Deputy Superintendent and has served as Chief Financial Officer for the Lake Dallas Independent School District (ISD) since 1991. His experience includes all aspects of financial management and district operations. He is a Certified Texas School Business Official.

Wes is a member of the Association of School Business Officials, Texas Association of School Business Officials (TASBO), the Texas Association of School Boards (TASB), Texas Association of School Administrators (TASA), and the Government Treasurers' Organization of Texas (GTOT). He has served the Governmental Treasurers' organization as a board member and President. He has also served as a board member and President of the DFW TASBO Affiliate Board of Directors. Wes currently serves as President of the Texas Range Investment Program's Advisory Board, is the Board President of the Region XI Benefit Co-op Board, the Treasurer of the Texas Association of Federally Impacted Schools, and the Audit and Finance Chair of the Texas Association of School Board's risk management fund. The Texas Association of School Business Officials named him a finalist for its Commitment to Excellence Award in 2021. Wes graduated from Southwest Texas State University at San Marcos with a BBA in Accounting.

Chief Investment Officer for Travis County since 2010, Debbie Laudermilk has held various financial and investment positions for both public and corporate entities. Previously, she was responsible for investor relations at Active Power, Golfsmith, SigmaTel and Silicon Labs. From 1998-2000, Debbie worked in Temple-Inland's Treasury Department and managed cash and investments and capital financings. She began her investment career at Teacher Retirement System of Texas; initially as an equity analyst and then portfolio manager/investment officer over an 18-year period. Debbie's education includes a BBA in International Business and Finance at University of Texas and MBA in Management from St. Edwards University.

Susan has over 30 years’ experience in government and finance including leadership positions at the municipal, regional, and state level. She currently serves as the chief financial officer for the City of Round Rock where she oversees all aspects of budgeting, accounting, financial reporting, and treasury management; as well as the City’s municipal court, purchasing, and utility billing departments. Prior to joining Round Rock in 2015, she served as finance director for the City of Georgetown from 2011 to 2015, and 1992 to 1999. Susan spent several years as senior financial analyst for HDR Engineering, Inc., performing business and financial consulting to cities and districts. Her other experience includes chief financial officer for the Brazos River Authority, finance director for the Texas Water Development Board, and audit staff at Ernst & Young. Susan is a certified public accountant with a degree in accounting from Texas Tech University. Susan serves as treasurer on the participant advisory board of the Texas Range Investment Program. She has been a member of GFOAT since 1992 and has served in various board and committee leadership roles. She also serves on the Comptroller’s Property Tax Forms Committee. Susan and her husband, David, have two daughters. In addition to her professional work, Susan is an active volunteer with various church and high school booster organizations.

Elaine started her career in public school finance in Lubbock ISD in 1995 and currently serves as the Deputy Superintendent for Finance & Operations for the Dripping Springs Independent School District (ISD). Elaine has served in eight school districts across Texas including Frenship ISD, Dallas ISD, Plano ISD and most recently Leander ISD. Elaine recently returned to Dripping Springs ISD after having previously served as Assistant Superintendent for Finance & Operations for five years. This experience across the state has included all aspects of financial management and district operations.

Elaine is a Certified Public Accountant in the state of Texas and a Registered Texas School Business Administrator. She is also licensed by the Texas Department of Insurance as a general lines agent. Elaine is a member of the Association of School Business Officials, Texas Association of School Business Officials (TASBO) and the Government Finance Officers Association. Elaine currently serves as a board member with the Texas Association of School Business Officials and has served as President of the DFW and Capital Area TASBO Affiliates. Elaine is a graduate of Texas Tech University with a BBA

and MSA in accounting. Elaine has a daughter who lives and works in Houston as a Senior Registered Sales Associate in private wealth management and recently welcomed her first grandchild.
Brigitte Clark, CPA

Brigitte Clark began her career in 2004 as a Senior Financial Auditor and moved to Manager of Special Accounting Programs for Houston ISD. She served as Comptroller in Port Arthur ISD in 2009-2010, moving to Cypress-Fairbanks ISD from 2010-2013 as Assistant Director of Financial Services. After serving as Goose Creek CISD's director of finance from 2013-2016, Brigitte became Chief Administrative Officer in Corpus Christi ISD for two years before accepting the Chief Financial Officer position for Gregory-Portland ISD in 2018. 

Brigitte received her Bachelor of Business Administration from the University of Houston - Downtown, and her Master of Business Administration from the University of Houston. She is a CPA and is affiliated with numerous organizations, such as Government Finance Officers Association, Texas School Alliance and Texas Association of School Business Officials. 
William J. Smith, CPA

Will has more than 20 years’ experience in both public and private accounting and financial management. In his current position as the Chief Financial Officer for the City of Bryan and Bryan Texas Utilities, he manages all aspects of accounting, budgeting, and financial reporting for 30 departments and enterprise funds. Will guides forecasting and long-range planning for budgeting, debt management, and specialized funds such as Tax Increment Reinvestment Zones (TIRZ). Prior to his tenure with the City of Bryan, Will oversaw financial operations in a department of Texas A&M University and managed accounting for various financial groups and banks.

Will is a graduate of Texas A&M University with a BBA in Accounting from Mays Business School. He is a CPA and is affiliated with industry organizations such as the Government Finance Officers Association at both statewide and national levels.

Eddie began his public sector employment in 1986 as an intern with the City of Grand Prairie. After graduation from UT Arlington in 1988, he progressed in accounting and financial management positions for the cities of Grand Prairie, Keller, DeSoto and Flower Mound. Working as a consultant to local governments since 2002, Eddie provides interim financial management support, training and continuity to local governments. Eddie works with cities in establishing financial management strategic plans, operating and capital budget policies, investment policies and cash management programs, accounting, and other administrative financial policies. Eddie also specializes in initiating and completing annual financial reporting and budget publications for submission to GFOA awards programs including the Certificate of Achievement for Excellence in Financial Reporting and Distinguished Budget Awards.

Eddie is a graduate of University of Texas at Arlington with a BBA in Accounting. His professional certifications include CPA, Texas, Certified Governmental Finance Officer Professional.

His organization certifications include Texas Society of CPA’s, GFOA, GFOAT. GFOA service includes Special Review Committee (Annual Report Reviewer) GFOAT Service includes serving on the Financial Reporting and Regulatory Response Committee.
